22-year-old charged after hitting cyclist, dragging her 8 blocks, fleeing

The Gulfport Police Department said an arrest has been made after a woman was killed in a hit-and-run Saturday night.

The woman, later identified as St. Pete resident Kjersten Aileen-Hermance Strang, 38, was riding an e-bike on 49th Street South at around 10 p.m. when she was struck by a passing car. Gulfport PD said she died of her injuries at the scene.

Strang was struck by 22-year-old Xavier Rigby, the Pinellas County Sheriff’s Office said. When he struck her, she flew off the bike and onto the windshield of his car. Police say he kept driving for around eight blocks before Strang fell from the vehicle.

Rigby left the scene without calling 911 or waiting for first responders, PCSO said.

He was located shortly after the crash, only a few miles from where it occurred, by the St. Petersburg Police Department. Responding officers said he showed signs of impairment and refused field sobriety tests.

Rigby was arrested and booked into the Pinellas County Jail. He has been charged with three felonies: leaving the scene of a crash involving death, vehicular homicide, and DUI manslaughter.
