MIAMI GARDENS, Fla. – A Miami Gardens man surrendered himself at the city’s police station Monday to face four felony charges in connection with a deadly late-March crash.
Police said Guy Donnie Norman, 35, had alcohol and marijuana in his system when he struck and killed a cyclist on Miami Gardens Drive while driving at more than double the posted speed limit. They said he then walked away from the scene.
According to an arrest report from the Miami Gardens Police Department, the crash happened at around 11 p.m. on March 30 near Northwest Seventh Avenue as the cyclist “attempted to cross the roadway from north to south.”
The victim ― whose name was not included in the report ― would later die at HCA Florida Aventura Hospital.
Authorities said after the crash, Norman parked his damaged vehicle near Northwest Sixth Avenue and walked towards 182nd Terrace.
The report states that police encountered Norman’s fiancée at the crash site after he called her and told her to come to the area.
Police said Norman then came back to his vehicle, handed his fiancée his wallet and car keys and “immediately put his hands behind his back.”
A statement he allegedly made to police after doing so was redacted from the publicly-released MGPD arrest report.
Norman, police said, “had blood on his shirt and several scratches and cuts to his left forearm area.”
Police said Norman smelled of alcohol and his blood alcohol content would later test at 0.10%, just above the legal limit of 0.08%. He also had THC, the active ingredient of marijuana, in his system, they said.
They said data from Norman’s vehicle showed he was driving 91 mph one second before impact and 85 mph at the point of impact; the speed limit on Miami Gardens Drive is 40 mph.
Investigators also said he was “never issued” a driver’s license.
A Miami-Dade judge found probable cause Tuesday to charge Norman with one count of leaving the scene of a crash causing death, vehicular homicide, DUI manslaughter and driving without a license causing death.
