Woman arrested on DUI charge after crash at McDonald’s in Leesburg

A Umatilla woman was arrested on a charge of driving under the influence after a crash at McDonald’s in Leesburg.

An officer responded to McDonald’s, located at 10402 U.S. Hwy. 441, regarding a traffic crash around 6:30 a.m. Wednesday, July 10, according to an arrest report from the Leesburg Police Department. 

Upon arrival, the officer met with one of the involved drivers who advised that the silver truck driven by 30-year-old Courtney Amanda Moore had been sitting without moving at the traffic light as it cycled. The driver pulled up next to the truck so she could go to work, the report said. 

Moore appeared to have her head down toward the steering wheel. She then abruptly moved her truck, hitting the front of the second driver’s vehicle. The driver’s vehicle was disabled by the crash with the steering locked and required a tow. Damage was estimated at $1,500, the report said. 

The officer completed the traffic crash investigation, after which he issued Moore and the second driver’s exchange of information. He also gave Moore a citation for careless driving for being at fault in the crash. He then asked her to step away from her vehicle so he could complete a DUI investigation, the report said. 

Moore showed signs of impairment, including unsteady coordination and mumbled speech. She was also unable to follow instructions during field sobriety exercises. As a result, the officer took Moore to the LPD for processing where she took a breath test resulting in 0.000, the report said. 

The officer asked Moore to provide a urine sample, which she initially refused to do. She advised that she had done a urine test for her doctor two days before. She was read implied consent but still refused, the report said. 

Moore was instead asked to consent to a DRE exam, or a drug recognition evaluator exam, and she indicated that she would. However, she agreed to provide a urine sample as the officer put the test away. She was escorted to the bathroom where she only put about a quarter inch of urine into the container citing that the opening was small, the report said. 

Based on Moore admitting that she provided urine samples regularly and but only providing a quarter inch of urine, a refusal affidavit was created. The sample was still collected and submitted for evidence. Moore made the spontaneous statement to refuse her urine test. Despite initially agreeing to submit to a DRE exam, she refused to do it before being taken to Lake County Jail, the report said. 

At about 5:15 p.m., a deputy responded to the jail regarding pills that were found by detention deputies during a medical incident, according to an arrest report from the Lake County Sheriff’s Office. The Lake County Communications Center received a call from corrections staff stating that they had found a possible controlled substance in the jail and needed it to be tested. 

Upon the deputy’s arrival, he was told that while two other deputies were responding to a medical emergency in the jail, they started giving medical aid to Moore. A tied plastic bag containing several loose pills, a smaller plastic bag containing a green chunky powder and two small bags of pills fell out of her bra, the report said. 

The deputy observed a numeric marking on several of the pills denoting 54411. A search revealed the pills to be Buprenorphine Hydrochloride, an opiate that requires a prescription. He conducted a field test on both the pills and powder that yielded negative results for heroin. The green powder tested negative for methamphetamine and MDMA. All substances were bagged as evidence and taken to LCSO for later testing, the report said. 

Moore was ultimately charged with DUI (accident/property damage or minor injury), possession of a controlled substance without prescription (Buprenorphine Hydrochloride) and introduction of a controlled substance into a county detention facility. She was released from jail after posting $7,000 bond.
