Panama City Beach man arrested for allegedly hitting, killing pedestrian while driving under the influence

Florida Highway Patrol troopers report they have arrested a man for allegedly driving under the influence and fatally hitting a pedestrian.

Troopers said the crash happened at 9:09 p.m. Friday night. They said a group of people on foot were crossing Front Beach Road west of Kelly Road, outside of a marked crosswalk.

At that time, troopers said a 2024 Nissan Altima was speeding in one of the eastbound lanes of Front Beach Road. Troopers said as the car passed, it hit and killed one of the people crossing the road.

FHP investigators reported that the driver, Casey Austin Rattan, 39, of Panama City Beach, was found to be under the influence and was taken into custody for Driving Under the Influence (DUI) Manslaughter and Vehicular Homicide.

The Florida Highway Patrol investigators said the person killed was a 29-year-old man from Brumley, Missouri and that his family has been notified. They added that they are continuing to investigate this incident.
