Man arrested in Naples Park on child sexual abuse and bestiality material charges

Detectives with the Collier County Sheriff’s Office INTERCEPT Task Force arrested a man Tuesday after an investigation determined he had child sexual abuse and bestiality material.

Justin Dougall, 37, is charged with 39 counts of possession of child sexual abuse material, 32 counts of transmitting that material and one count of possession of bestiality material.

The arrest occurred at the house on the corner of 99th Avenue and 7th Street North, near US-41. Deputies swarmed the neighborhood around 5 a.m. to serve an arrest warrant.

Bill Birtsall, a Naples Park resident, described the scene.

“I heard a big huge boom in the beginning and at that point, I thought it was the other house but we learned it was here,” he said.

Birtsal was walking his dog at the time.

“And all of a sudden, these two big giant tank-looking trucks that are armored came flying down here and they blocked off the house that we’re standing in front of,” Birtsall said. “All I could think is they had these big things that knock the doors down with two or three people pushing into the door. The first one was the loudest and there were two more following that one that weren’t quite as loud.”

The Internet Crimes Against Children Task Force collaborated with CCSO detectives from the Southwest Florida INTERCEPT Task Force during this investigation.

INTERCEPT, which stands for Inter-agency Child Exploitation and Persons Trafficking, is a public-private partnership focused on fighting trafficking and exploitation across Southwest Florida.
