Panama City man facing animal cruelty charges following death of two pets

A Panama City man has been arrested and is facing animal cruelty charges following the death of two of his pets.

Shelton Owens Jr. was arrested Tuesday after the Bay County Sheriff’s Office said they received a complaint he had rarely been seen taking care of his dogs and they stayed chained up all day.

When deputies arrived at Owen’s home, they found a puppy chained to a nearby tree. The puppy was allegedly very skinny and had abrasions on its ears, officials said.

After making contact with Owens, he mentioned to authorities he had two other dogs in an enclosure on the backside of the home.

Deputies said when they went to check, they found two recently dead dogs chained up. There were allegedly no signs of food or water near the animals and they had zero shade to protect them from the sun.

Owens had his first appearance before a judge Wednesday and was given a pre-trial release bond.
